The Massena Neighborhood Center Monday began accepting applications for its 2015 Christmas program, while the Salvation Army will be accepting applications through today for its program. Applications for the St. Vincent de Paul Christmas program are being accepted Dec. 4. The Massena Neighborhood Center will continue taking applications from 9 a.m. to 2 p.m. Monday through Friday until Dec. 3 at the center's office, 61 Beach St., Massena.

Massena-based state police charged Nolan W. Pernice, 18, of 33 Hepburn St., Norfolk, on Monday afternoon with four misdemeanor counts of second-degree sexual abuse and a solo count of endangering the welfare. The charges stemmed from a series of incidents between August and last month when Mr. Pernice allegedly had sexual intercourse on eight occasions with a female under 13 years of age.

NORFOLK – Town officials approved the $1.23 million spending plan its highway and general funds for 2016 Monday night after making changes to the town's court clerk salary hours. The 2016 budget has a property tax levy for the general and highway funds of $546,653, up from $517,363 in 2015.

A 36-year-old Massena woman has decided she would rather try to comply with probation department requirements for three years instead of serving a month in the St. Lawrence County jail, Canton. Massena Village Justice Eric J. Gustafson sentenced Dodie H. Derouchia of 1945 B County Route 38, Norfolk, to probation for three years and ordered her to pay a $205 surcharge and a $50 fee to submit a sample of her DNA to the state database.

Village police on Saturday charged Nicholas R. Comins, 26, Norfolk, with second-degree criminal trespassing and fourth-degree criminal mischief, both misdemeanors. Police allege that about 5 a.m. on Center Street, Mr. Comins broke into a residence, mistaking the house for his own, and was reported by the homeowner.
