Proposed St. Lawrence County budget endorsed by legislators
The tentative 2016 county budget was approved by a vote of 12-3 Monday night by the county Legislature's Finance Committee which was reviewing the $227.9 million spending plan for the first time. In past years, the Finance Committee has haggled over details of the budget for several weeks before voting on a plan to present to the full board.

Massena food pantries taking applications for holiday season
The Massena Neighborhood Center Monday began accepting applications for its 2015 Christmas program, while the Salvation Army will be accepting applications through today for its program. Applications for the St. Vincent de Paul Christmas program are being accepted Dec. 4. The Massena Neighborhood Center will continue taking applications from 9 a.m. to 2 p.m. Monday through Friday until Dec. 3 at the center's office, 61 Beach St., Massena.

Norfolk man jailed on four counts of sexual abuse
Massena-based state police charged Nolan W. Pernice, 18, of 33 Hepburn St., Norfolk, on Monday afternoon with four misdemeanor counts of second-degree sexual abuse and a solo count of endangering the welfare. The charges stemmed from a series of incidents between August and last month when Mr. Pernice allegedly had sexual intercourse on eight occasions with a female under 13 years of age.

Norfolk town officials approve 2016 budget, restore funding for court office
NORFOLK – Town officials approved the $1.23 million spending plan its highway and general funds for 2016 Monday night after making changes to the town's court clerk salary hours. The 2016 budget has a property tax levy for the general and highway funds of $546,653, up from $517,363 in 2015.

Massena woman opts to comply with probation requirements rather than serve jail time
A 36-year-old Massena woman has decided she would rather try to comply with probation department requirements for three years instead of serving a month in the St. Lawrence County jail, Canton. Massena Village Justice Eric J. Gustafson sentenced Dodie H. Derouchia of 1945 B County Route 38, Norfolk, to probation for three years and ordered her to pay a $205 surcharge and a $50 fee to submit a sample of her DNA to the state database.

Norfolk man charged with trespassing, criminal mischief
Village police on Saturday charged Nicholas R. Comins, 26, Norfolk, with second-degree criminal trespassing and fourth-degree criminal mischief, both misdemeanors. Police allege that about 5 a.m. on Center Street, Mr. Comins broke into a residence, mistaking the house for his own, and was reported by the homeowner.

Prejudicial remarks to jury by DA results in 2014 rape conviction reversal
A state appellate court has reversed the conviction of a former Norfolk man who was sentenced to prison in April 2014 for felonies related to the 2013 rape of a 15-year-old girl. Wednesday's ruling by the state Appellate Division, Third Judicial Department cites numerous prejudicial remarks made by District Attorney Mary E. Rain during her closing arguments in the trial of Patrick R. Wright.
